EUCPN-ENAA webinar: barrier models in practice

In order to reach its goals, the administrative approach uses a specific tool called the Barrier Model. This instrument is designed to systematically map out the entire business process exploited by criminals. It breaks down each of the critical steps involved in committing a crime and highlights weaknesses in the legal system. By clearly determining the sequence of actions required for criminal activity, the model identifies when and where intervention is possible. It also shows which authorities are best positioned to establish barriers, thereby obstructing the criminal process and preventing the misuse of legal economic structures, infrastructure, and government services. The Barrier Model is a valuable tool for identifying the potential actions that different partners can take. In doing so, it strengthens multidisciplinary cooperation by fostering coordinated interventions and facilitating the exchange of information among partners. However, it is essential not only to identify what can be done, but also to implement these measures in order to achieve real results.

This webinar will therefore focus on two implemented barrier models: 

  • Barrier model on "weapons and youth", developed by the Dutch Centre for Crime Prevention and Safety

  • Barrier model on "international subcontracting as a tool for crime", developed within EMPACT High Risk Criminal Networks led by Belgium
