Special youth work conference in Estonia

Special youth work conference in Estonia “Work with juvenile offenders: challenges and possibilities” took place 16.-17.03.2010 in Tallinn

 

The Estonian Youth Work Centre organised a special youth work conference within the framework of the European Social Fund programme “Developing youth work quality”, titled “Work with juvenile offenders: challenges and possibilities”. The goal of the conference was to provide an overview of juvenile offences in Estonia, to introduce various scientific viewpoints and share valuable practical examples of work with juvenile offenders in Estonia and elsewhere in Europe.

 

The conference “Work with juvenile offenders: challenges and possibilities?” had also the purpose to celebrate 11-th anniversary of juvenile sanction legislation and the creation of juvenile committees in Estonia. The function of juvenile committees is co-ordination of criminal prevention work, done with the youth in their area, and the reduction of criminal factors. The juvenile committees in Estonia are seen as a preventive stage to the court. By 1 January 2010, there were 68 juvenile committees - 15 of them in counties and 53 in local governments. The committees dealt with 3486 juveniles in 2009.

 

The first day of special youth work conference looked back at the process of developing the juvenile sanction legislation and gave a statistical overview of the juvenile committees in Estonia over the past ten years. 2nd day of the conference focused on good practices both from Estonia and abroad.
