Introduction The European Crime Prevention Network (EUCPN) was established by Council Decision (2001/427/JHA) on 28 May 2001 to contribute to developing the various aspects of crime prevention at the Union level, and to provide support to crime prevention activities at national and local level. The Network is expected to make this contribution by facilitating co-operation, contacts and exchanges of information and experience between Member States, national organisations and the Commission. The Council Decision determined that crime prevention covered all measures that are intended to reduce crime and fear of crime, either through deterring criminal activity or through interventions designed to reduce the potential for crime and the cause of crime. That said the Network is required to pay particular attention to the fields of juvenile, urban and drug-related crime. The Network national representatives are required to decide on an annual programme of work. 2. Basic principles This is the third EUCPN work programme, and it has been drafted taking into account views expressed about earlier work programmes, which suggested that they had perhaps been rather too ambitious. And further that work has been commissioned without sufficient regard to actual need or the benefit expected to be derived from the work programme. This work programme is the result of adopting a more strategic approach towards identifying the current position of crime prevention activity within various crime areas. It recognises the need to undertake an assessment of the subject area to both identify knowledge gaps, which might be filled by commissioning research activity, and to prevent duplication of activity. Necessarily therefore this new approach has lead to a number of quite small scoping studies being introduced to the work programme. The work programme has been developed taking into account three underpinning principles, which are that it: Should be involved only with the identification (and ultimate dissemination) of good practice derived from literature and other research activity. It does not involve the development of crime prevention initiatives or the evaluation of such initiatives on the ground; Should comprise projects that are of interest to the majority of Member States, in terms of the subject matter and the proposed outcomes; and Should only contain projects or activities which have clearly defined outcomes based around a conventional project managed approach to ensure that the outputs will be delivered on target and to agreed quality standards. It follows therefore that a key element of this new approach is an-going assessment of progress against project plans, and there will be a standing agenda item at all EUCPN Board meetings for an activity report. The EUCPN national representatives (The Board) have taken the view that it would be beneficial to keep this work programme open to encourage project sponsors to submit proposals at any time in the foreseeable future. It is recognised that it takes time to develop properly considered project proposals, and that imposing a deadline for inclusion in this work programme is likely to discourage interest and to result in poorly researched proposals. So, the work programme will be augmented as new proposals are received during the year, and updated issues of this document will be released as required. Proposals for inclusion in the work programme may emanate from any source but they have to be sponsored by a Member State and thus by definition a member of the EUCPN Board. Annex A shows the basic template for submitting a proposal for inclusion in the work programme. 3. Funding Funding continues to be a problem, and to an extent is exacerbated by this revised approach to developing a work programme, which involves a greater number of small projects. The Network relies on three funding sources: Contracts let by the Commission against a relatively small pot of money held in a specific budget line; AGIS programme; and Member States who fund their own projects. It is recognised that it is likely to be uneconomic to expect the Commission to try and let very small contracts. The cost of so doing will probably exceed the value of the contract; they will be of little interest to bidders; and the procurement process will take a disproportionate amount of time, relative to the project size. The EUCPN Board is considering how to respond to the problem in the medium to longer term, and in the meantime, this work programme is almost exclusively funded by individual Member State contributions. 4. Annual Programme Committee In the future, the development of the work programme will be the responsibility of a standing committee the Annual Programme Committee (APC). The APC will be formally established by the end of 2005, and it will consist of a small group of Member State representatives, who will rotate as necessary to ensure that all who wish to participate have the opportunity so to do. The basic role of the APC will be to: Encourage proposals for inclusion in the work programme; Provide an objective assessment as to the merits of proposals, and support sponsors in developing their proposals, ensuring that they meet the underpinning criteria; Link into crime prevention research and other activity being conducted by research and other bodies and organisations, including the Commission, to assist with gap analysis and to prevent possible duplication; Propose projects for inclusion in the work programme for consideration by the EUCPN board; Provide general oversight of the delivery aspects of the work programme and report work programme activity to the EUCPN Board. 5. Key themes Taking account of the requirements of the Hague Programme, and the specific focus of activity as outlined in the founding Council Decision, the EUCPN Board has determined that activity under this work programme will take place within the following seven key theme areas: Crime proofing of legislation. Making goods less vulnerable to crime. Focusing on specific, well defined types of volume crime (specifically youth, urban and drug related crime). Developing a common methodology to identify good practice in crime prevention initiatives. Developing inventories of good practice in crime prevention. Monitoring crime prevention policies of the Member States. Professionalising and strengthening the EUCPN. 6. Work programme 6.1 Crime Proofing of legislation Crime proofing relates to checking policy proposals and new legislation and regulations for possible criminogenic effects and preventative possibilities, including a review of the consequences of new legislation, which may cause unintended problems in seemingly un-related areas within society. This is still a relatively new area in the European Union, and while it is not uncommon that the risk of fraud is taken into account when drafting new regulations, this is not generally the case with other criminogenic effects. Taking account of activity which is being undertaken in this area by the Commission, the EUCPN has no plans to carry out any activity for the foreseeable future, and will monitor the outputs from the existing work. 6.2 Making goods less vulnerable to crime Product proofing relates to mapping out the theft and crime sensitivity of new (consumer) goods, services and systems. Product proofing is seen as an effective tool to prevent crime at an early stage. This tool can, for example, be deployed in the formulation of an EU code aimed at designing crime-resistant products. As an element of responsible entrepreneurship producers can be encouraged to pay more attention to the crime risks that are inherently associated with some products and services (crime impact statement). Many goods and services used in Member States are produced, provided or regulated elsewhere by more and more by multinational companies, which means that purely national initiatives can have limited success. Taking account of activity which is being undertaken in this area by the Commission, the EUCPN has no plans to carry out any activity for the foreseeable future, and will monitor the outputs from the existing work. 6.3 Focusing on specific, well defined types of volume crime (specifically youth, urban and drug related crime). The first Tampere work programme and the Council Decision establishing the EUCPN gave priority to the prevention of urban, youth and drug crime. However, it is recognised that these terms are so broad that effectively there were no specific priorities for volume crime. An important basis for prioritisation should be statistical information on national crime trends which show that crimes are sufficiently common or give rise to sufficient concern to Member States to warrant intervention. The EUCPN Board recognises that there is a considerable amount of crime prevention activity ongoing within Member States and that insufficient use has been made thus far of contact points and subject matter experts in those Member States to identify such activity in these areas. Project 1 To develop a network of national contact points in the field of administrative measures to combat organised crime. This project will be led by the Netherlands, the objective being to establish a network of national contact points involved in the field of organised crime prevention through administrative measures. This network will be able to exchange good practice information. See Annex B ref 2005/12. Project 2 To determine the extent of activity currently being undertaken to reduce the threat posed by the Internet to young people. This project will be led by Germany, with support from Sweden and Finland, the aim being to improve information-sharing on measures and experience in this area; to review what possibilities exist for cooperation with Internet Service Providers, including the development of quality criteria and security standards. See Annex B ref. 2005/16. Project 3 This project has been established to create a glossary of terms that are most commonly used or associated with volume crime prevention activity in Member States. The working language of the EUCPN is English but the quality of exchanges among Member States often suffers from linguistic and conceptual misunderstandings. The objective of the project, which will be led by France, with support from Finland, is to create an electronic glossary of terms that can be accessed on the EUCPN (and other) website. See Annex B ref. 2005/17. 6.4 Developing a common methodology to identify good practice in crime prevention initiatives. There is currently little methodological consistency in the collation of good practice in crime prevention within the EUCPN. In the longer term it might be possible for the EUCPN to consider some sort of evaluation methodology, although a unified approach is probably unattainable. The needs of the EUCPN are more likely to be represented by a diversity of methodologies, held together by common structural principles. These would range from rigorous academic descriptions and evaluations to peer evaluations and formats for narrative reports. In the short term the EUCPN has taken the view that a simple methodology to identify good practice when it comes to the many crime prevention initiatives that exist across member states is achievable. This will enable the population of the good practice database to commence, and will provide a quality standard benchmark to all those who access the database. Project 4 To review the options for a pragmatic methodology that will enable the EUCPN to identify and provide credibility to examples of good practice in crime prevention, which are of wide interest among Member States. The project will be led by the United Kingdom, with support from Denmark, and the objective is to produce a report which makes specific recommendations on a proposed methodology, for consideration by the EUCPN board. See Annex B ref. 2005/05. 6.5 Developing inventories of good practice in crime prevention. There is an obvious connection between this theme and the development of a methodology that enables good practice, which goes into the inventory, to be assessed for quality. One of the key tasks of the EUCPN according to the founding Council Decision is to create an inventory of good practice and put it on the website of the EUCPN (art. 3.2 (b) and art 4 (c)). The EUCPN takes the view that a genuinely useful inventory should be based around a clear prioritisation of selected crime types that are relevant to most Member States. This would provide an incentive for Member States to contribute to development of the inventory, to concentrate resources and to make it more likely that the inventory would be used. Project 5 To compile an inventory of good practice in violence prevention in the public and semi-public domain in the Netherlands, the Member States of the EU and abroad. The project will be run by the Netherlands, with support from Finland, and in addition to the inventory, it aims to gain an insight into the mechanisms, circumstances and contexts that are responsible for the effectiveness of each of the identified examples of good practice. See Annex B ref. 2005/01. 4.6 Monitoring crime prevention policies of the Member States. It is clearly a matter for each Member State to determine its own national crime prevention policy. The EUCPN takes the view that subsidiarity notwithstanding, the diversity of national legislation, law enforcement structures, criminal justice systems and crime trends suggest that an EU-wide crime prevention policy is impractical. However, by monitoring national crime prevention policies and sharing the diverse ways that crime prevention is tackled in Member States the EUCPN should be able to help to both review existing strategies and to draft and implement new national crime prevention policies. Project 6 To develop a methodology for monitoring Member State crime prevention policies and then to pilot test it. The project will be led by the Czech Republic, supported by Sweden and the objective is to review what similar monitoring procedures might exist, and then to develop tools for both monitoring and testing crime prevention policies, which will be refined by using a number of volunteer Member States. See See Annex B ref. 2005/04. Project 7 This project derives from the conference to be held in Budapest in September 2005 with the theme a strategic approach to crime prevention. The project will be led by the United Kingdom, and supported by Hungary, Sweden and Finland. The objective is to identify a number (probably two) of Member States or the Accession Countries who would be keen to review their existing national crime prevention strategies, with a view to possibly revising their approach. National experts on the project team would work with and provide support to officials in those countries to assist them achieve their objectives. See Annex B ref. 2005/08. 4.7. Professionalising and strengthening the EUCPN In the new JHA five-year working programme adopted by the European Council on 5 November 2004 (The Hague Programme) it is stated that the European Crime Prevention Network should be professionalised and strengthened. Also, the internal evaluation report of the EUCPN adopted by the JHA Council on November 5, 2004 makes a number of recommendations concerning the structure and operation of the Network. The EUCPN has taken a number of steps to develop a more formalised and strategic approach to its future business, not the least being an overt separation of the day to day business of crime prevention, from the development of strategy and management of delivery from within the Network. This has resulted in a number of small projects that are required to implement both the structural changes and the support systems, which are necessary to deliver the Networks potential. Project 8 This project has been established to review the content of the EUCPN website (managed by the Commission) and to determine what is still current and should be retained and updated, and what should be discarded. The EUCPN Board is of the opinion that an effective web-site which is properly maintained is the single most important support tool for an efficient Network. A fundamental objective of the project, which is being led by the United Kingdom with support from Austria, is to consider options for developing the functionality of the website, so that it can support the exchange of information and bring together national experts dealing in specific crime prevention areas. See Annex B ref. 2005/06. Project 9 A significant gap in the technological infrastructure of the Network is the lack of a system onto which good practice examples of crime prevention initiatives may be stored and easily retrieved. This goes beyond the normal confines of a web site, and the EUCPN needs to have access to a research database, supported by an effective search engine. This project, which is being led by the United Kingdom with support from Denmark, will undertake an investigation into the electronic storage and retrieval requirements which are likely to be needed by the EUCPN within the medium to long term. Having sought the approval of the EUCPN Board, the second phase of the project will involve the identification of a suitable research database. See Annex B ref. 2005/10. Project 10 This project consists of a number of discrete phases, all associated with developing the systems, procedures and sub-structures that are required to support the reorganisation of the EUCPN. It is being led by the United Kingdom, with support from Austria, Belgium, Estonia, France, Netherlands and Sweden. Key phases of the project are establishing the Annual Programme Committee, and the Research and Validation Committee. In addition, the project will define the role of the EUCPN Secretariat, and will investigate and make recommendations on possible future funding options. The Secretariat and funding have been identified as two fundamental problems, which have been hampering the Networks development. See Annex B ref. 2005/11. The Project Proposer does not need to identify a Project Leader, and they do not have to take part in the project. If necessary the Project Leader will be sought by the National Representatives [but eventually the Board]. Also where the project is pure research and subject to a tender to be sought under open competition through the Commission then the Project Leader will be identified when the contract is let. Bids need to be accompanied by an estimate of the time taken to complete the project, both in terms of actual days and elapsed time. Bids need to be accompanied by an estimate of the costs likely to be incurred to complete the project, together with a clear indication of where the funding will be coming from (MS contribution; EUCPN budget; EUCPN research budget or other).  ANNEX B Ref:2005/01 PROPOSAL FOR A PROJECT TO BE INCLUDED ON THE EUCPN WORK PROGRAMME  Main theme: Inventory of good practice  Project title: Effective violence prevention in the public and semi-public domain (like schools, hospitals.)  Project proposer: The Netherlands Project leader(s): The Netherlands Project supporter(s): Finland  Project scope: To compile an inventory of best practices on violence prevention in the public and semi-public domain in the Netherlands, in the Member States of the EU and abroad. To gain insight into the mechanisms, circumstances and contexts that are responsible for the effectiveness of each of the described good practice.  Project outcome: A report with an inventory of user friendly described best practices in the above mentioned domains. A user friendly way of web-based presenting best practices  Timescales and key milestone dates: At the end of 2005 the Research and Documentation Centre of the Dutch ministry of Justice (WODC) will complete a worldwide review and synthesis on best practices in the field of violence prevention in the public and semi-public domain. Before 1 March 2006 an overall inventory of best practices based on the outcomes of this review will be ready in English Before 1 May 2006 an expert meeting will be organised by The Netherlands to prepare the inventory of the best practices for use by other Member States (EUCPN inventory)  Funding issues: The review of best practices as mentioned will be financed by The Netherlands. The specific objective is to establish a scheme that is easy to put into practice and that will maximise the opportunities to quickly identify crime prevention initiatives that can be disseminated through its web-based knowledge system. To develop a proposal for such a methodology for consideration by the National Representatives.  Project outcome: A report for submission to the National Representatives with detailed proposals for a methodology.  Timescales and key milestone dates: Project will commence September 2005. Estimated that the project will require 12 days effort over an elapsed period of about two months. Draft report to EUCPN to be issued November 2005. Aim to seek agreement on the methodology by December 2005.  Funding issues: Estimated cost of this project is approximately 10,000, which will be funded by UK. Project outcome: To have an updated EUCPN website which will be maintained by the Commission and to have developed its functionality. To have finalised long term arrangements for the ongoing development and maintenance of the web site.  Timescales and key milestone dates: Project will commence July 2005. Estimated that Phase 1 of the project will require 12 actual days effort over an estimated elapsed period of three months. Phase 1 should be completed by September 2005. Phase 2 should commence October 2005 and activity will be ongoing through to December 2005, thereafter subject to further review.  Funding issues: Estimated cost of Phase 1 of this project is 10,000, which the United Kingdom will fund. Phase 2 costs are difficult to quantify at this time and will depend on the scope of the web site development, but are likely to be in the region of 30,000 to December 2005, which will be funded by the UK.  Ref:2005/08 PROPOSAL FOR A PROJECT TO BE INCLUDED ON THE EUCPN WORK PROGRAMME  Main theme: Monitoring crime prevention policies of the Member States  Project title: A proposal to review national crime prevention strategies. Project scope will have been completed and MS partners identified by end August 2005. A brief report will be issued. Review of existing situation will be completed by end November 2005. Report to EUCPN (with phase 2 project proposals) will be issued December 2005.  Funding issues: Estimated cost of this project is 15,000, which will be funded by the UK.   Ref:2005/10 PROPOSAL FOR A PROJECT TO BE INCLUDED ON THE EUCPN WORK PROGRAMME  Main theme: Professionalising and strengthening the EUCPN  Project title: A review of technology based solutions for disseminating crime prevention good practice using the world wide web.  Project proposer: United Kingdom Project leader(s): United Kingdom Project supporter(s): Denmark  Project scope: Phase 1. To undertake an investigation into the electronic storage and retrieval requirements which are likely to be needed by the EUCPN within the medium to long term, to accommodate good practice crime prevention material with direct reference to existing good practice databases; To make recommendations to the National Representatives seeking their approval on both the scope of the requirement and the appropriate long term solution (for instance whether a basic web site could accommodate the requirements or if something more sophisticated would be required); To review and make recommendations to the National Representatives of other possible e-technology solutions which might be of benefit by enabling improved information exchange (for instance, a chat room facility) Phase 2. To scope a proposal for developing the agreed way forward which will consider the merits of a bespoke solution for use just by EUCPN against using one of the number of existing policing/crime research databases in collaboration with another user(s). Project outcome: A report outlining the likely requirements together with a proposal for meeting that requirement. (Phase 1) A report considering the options available for delivering the optimal solution. (Phase 2) A proposal for a project to actually implement the agreed way forward (Phase 3).  Timescales and key milestone dates: Project will commence July 2005. Estimated that Phase 1 will take around 25 actual days effort over an estimated elapsed period of 3 months. Phase 1 Report will be issued in September 2005. Estimated that Phase 2 will take around 20 actual days effort over an estimated elapsed period of 4 months. Phase 2 initial report will be issued by end January 2006. Phase 3 dependent on outcome of earlier phases.  Funding issues: Estimated cost of this project is 39,000, which will be funded by the UK. To deal with these risks effectively, additional deterrent measures (requiring connection data to be kept for a minimum length of time to aid in prosecution) are needed in combination with greater efforts to educate children, young people and their parents or guardians about these risks and about appropriate protective measures (software filters).
